They are (very) similar.
The differences are:
Fx-Cg10: Do not allow read custom .g3p/.g3b (images/animated images) files. This model is intended to U.S.A.
Fx-Cg20: You can create your own images to use with picture plot, graphs, basic programs... This model is intended to Europe.

Yup, like helder said, its just the US vs Europe versions. US test rules are different.
